Welfare Initiative For Better Societies
Perkumpulan Prakarsa was established in August 2004 through the Notary Public Act Nurul Larasati, SH No. 03 August 31, 2004, and legally legalized in the Decree of the Minister of Justice and Human Rights of the Republic of Indonesia No. C-21.HT.01.03.TH.2005.
Perkumpulan Prakarsa conducts research activities, policy analysis and training on various topics related to welfare issues. The activities carried out by Prakarsa always use a collaborative and engagement approach with various parties, including: government, parliament, civil society organizations, universities, think tanks, international organizations, private sectors, development donor institutions and the mass media.
We believe that this multi-party approach will strengthen work and initiative in the production and dissemination of knowledge and evidence-based policy making process. We believe that networking will facilitate and strengthen each other. Therefore, we get support from various donors and are involved in various initiatives with the work partners of Perkumpulan Prakarsa.

The main focus of the PRAKARSA includes:
- Fiscal Policy
Perkumpulan Prakarsa believes that taxes are vital for the source of state income, the instrument of reducing inequality and enforcing independence. The budget is also very important for the development and progress of the nation. Unfortunately, tax and fair budget (fiscal justice) are still far from expectations. Tax revenue is still far from optimal and the priority of budget policy that is still not appropriate is the challenge that must be faced at this time.
The study and research of fiscal justice has been outlined in the form of books, policy briefs, policy reviews, factsheets and audio visuals. The Pro-Poor Budget (2009) and the Pro-Poor Budget: A Guide for Journalists (2012) is a pioneering publication on a siding budget in Indonesia. Perkumpulan Prakarsa which includes the Global Network Alliance for Tax Justice is also involved in publishing the Tax Justice Advocacy Toolkit which has now also been translated into Indonesian.
- Social Policy
Perkumpulan Prakarsa believes that the welfare of citizens is a goal and a means of progress for a nation. Strategic issues regarding human development such as health, education, social security, and employment are central to welfare policy.
Perkumpulan Prakarsa believes that poverty is not just a matter of shortage, but also covers the issue of justice. Poverty is not sufficiently measured only in economic terms, but is multidimensional. Poverty is deprivation of human capabilities. We therefore calculated the Multidimensional Poverty Index (MPI). The issue of inequality is also wider than economic disparity because it involves access and opportunity. Inequality occurs because redistribution policies and instruments are not working well. Therefore we also conduct research and advocacy policies on entrepreneurship, employment, financial inclusion, and vocational education.
Perkumpulan Prakarsa has published several books and produced various papers and articles on welfare policy reform, including Mimpi Negara Kesejahteraan (2005) and Hacking the Direction of New Social Policy in Indonesia (2009) which became a textbook in universities. Perkumpulan Prakarsa is now bringing down the great ideals of the welfare state in studies, research and advocacy on welfare policy reform.
- Sustainable Development
Achieving human welfare by ensuring the sustainability of natural resources which are now increasingly limited is a challenge of the time. Perkumpulan Prakarsa conducts studies and advocacy related to sustainable development and welfare through mapping of green economy policies, studies of green economy, greening fiscal decentralization and banking / financing for sustainable development. Perkumpulan Prakarsa is involved in initiating the Greeen Economy Caucus (GEC) in the House of Representatives and is now developing a less responsible bank investment rating.
PRAKARSA ENCOURAGES ECONOMIC JUSTICE AND WELFARE
We believe that the movement and model of research carried out by the Prakarsa will not only help the government in fighting poverty but also the wider public in its perspective of seeing better Indonesian development.
