In a press conference on Monday, September 15, 2025, the government announced the '8 + 4 + 5' Economic Package Program, which aims to stimulate the economy and create jobs. One of the programs is a 50 percent discount on contributions for the BPJS Employment program, Work Accident Insurance (JKK), and Death Insurance (JKM) for Non-Wage Workers (PBPU) (online motorcycle taxis/Ojol, drivers, couriers, and logistics) for six months, with 6 recipients.
The Executive Director PRAKARSAAh Maftuchan welcomed the fiscal stimulus package issued by the government. "The volatile global economic situation has impacted the people's economic conditions. Purchasing power has slowed, layoffs are widespread, and informal employment has increased. I believe the economic package recently issued by the government is very appropriate, especially the cash-intensive labor program." (cash for work)"Including social security contribution assistance for informal workers, motorcycle taxi drivers, couriers, and drivers, and assistance with Article 21 Income Tax obligations for workers in labor-intensive sectors, the accuracy of their implementation and the addition of beneficiaries are crucial," Maftuchan emphasized on Thursday (September 18, 9).
Social Policy Researcher The PRAKARSAPierre Ballo expressed his appreciation for the government's move, particularly the discounted JKK and JKM contributions. "Many PBPU (non-permanent workers) are not covered by the BPJS Ketenagakerjaan social security program due to a lack of knowledge about social security and concerns about being unable to pay due to their unstable income," he said.
As of today, data shows that more than 1,75 million motorcycle taxi drivers are not yet covered by social security programs. Therefore, it is hoped that premium discounts will also increase participation rates.
According to Ahmad Nabil, a researcher at The PRAKARSAThis policy aligns with his institution's recommendations, particularly for motorcycle taxi drivers. However, Nabil also noted that this policy should not be merely temporary assistance, but should expand the scope of recipients and its duration. "The number of motorcycle taxi drivers has continued to increase in recent years, and we project this will continue going forward. It would be good for the government to continue this assistance and expand its coverage to all informal workers, especially those with low incomes," he explained.
Previously, The PRAKARSA recommend the government to consider the option co-payment Social Security contributions for PBPU, together with employers and employees. This will reduce the financial burden on workers. This institution also recommends that the government open and mandate access to other BPJS Employment programs currently only open to Wage-Earning Workers (PPU), such as the Pension Guarantee (JP) for PBPU.
Providing incentives for BPJS Employment contributions, specifically JKK and JKM, will significantly assist workers, particularly those with PBPU (non-permanent employment), due to its benefits in protecting against risks such as workplace accidents and the death of the breadwinner; providing a sense of security and increasing worker productivity.
