PRAKARSA and the Ministry of Social Affairs Explore Collaboration to Develop a Study on Sustainable Direct Assistance (BLB)

Jakarta, The PRAKARSA – Tuesday (20/1/2026), The PRAKARSA conducted initial collaboration explorations with the Directorate General of Social Protection and Security of the Ministry of Social Affairs (Kemensos) at the Kemensos Office in Salemba, Jakarta. The meeting discussed the preparation of an academic study on Sustainable Direct Assistance (BLB) as a basis for drafting a Presidential Regulation and program implementation in 2027.

The BLB is being promoted as a permanent social security scheme for groups whose livelihoods depend on the support of others, including non-potential elderly, people with severe disabilities, people with mental illness, and vulnerable single households. Because it targets structural and long-term vulnerabilities, the BLB is deemed necessary to differentiate it from temporary social assistance or social assistance oriented toward economic graduation.

The PRAKARSA The study is expected to provide comprehensive support in the development of the BLB academic paper, from conceptual framework formulation and legal basis analysis to affirming BLB's position within the national social protection system, to program design and implementation roadmap. The study is also expected to clarify the differences between BLB and other social assistance programs to avoid overlapping policy designs.

In addition to preparing the academic and technocratic foundations, this collaboration is expected to produce evidence-based analysis on recipient targeting, distribution governance, benefit needs, and relevant support services. This initial exploration also opens up space for more deliberative policy formulation by involving other ministries and institutions, as well as civil society stakeholders. This is expected to result from an inclusive process, have strong legitimacy, and strengthen Indonesia's social protection architecture in a more equitable, targeted, and sustainable manner.
